Not really status quo - it may be the case in your country that it's forbidden, but there are plenty of countries where a parent is allowed to physically chastise their child providing that chastisement is 'reasonable' (for example, the UK).
I think, therefore, this is a great motion for Euros as there are obviously two sides to the argument, and many nationalities will be more familiar with one side than the other which should lead to a good debate.
